What is the Disability Discrimination Act?

The Disability Discrimination Act (DDA) is an Australian federal law that makes discrimination on the grounds of disability unlawful in areas of public life. The Disability Discrimination Act 1992 (Cth) aims to eliminate discrimination, as far as possible, and recognise the equal rights of people with disabilities.

Section 24 is particularly relevant to organizations that provide goods, services, or facilities. It makes discrimination unlawful when a person with a disability is refused a service or is treated differently in the terms, conditions, or manner in which that service is provided.

Digital services are also covered. Websites, applications, online forms, digital platforms, and documents can become difficult to access when they are not designed to work for people with disabilities.

The Australian Human Rights Commission’s 2025 guidelines explain what organisations need to consider when providing digital goods and services. They cover websites, apps, software, digital documents, and other digital interfaces.

Who does the DDA apply to & what does it require?

The Disability Discrimination Act 1992 (DDA) applies to organizations that provide goods, services, and facilities in Australia.

  • Government departments and public sector organizations
  • Businesses and service providers
  • Educational institutions and universities
  • Healthcare providers
  • Organizations that provide digital services or information to the public
  • Organisations assessing digital accessibility against recognised guidelines, including WCAG 2.2 Level AA.

What this means for digital documents

PDFs, reports, forms, and other downloadable documents provided as part of a service should be accessible to people with disabilities. Organizations need to consider whether users can access and understand this information using assistive technologies.

Want to make your Documents meet DDA compliance?

Meeting digital accessibility requirements becomes more complex when thousands of PDFs, legacy files, and frequently updated documents are involved. Without a clear process for identifying and fixing accessibility issues, gaps can go unnoticed across an organization’s document library.

Documenta11y helps Australian organisations address these challenges as part of their compliance efforts. Our specialists handle PDF remediation and accessibility validation, helping organizations assess existing documents, correct accessibility issues, and manage document accessibility across large collections.
